Microsoft licensing agreements

Microsoft is contracted to provide the Government with Microsoft products. The current MS licensing arrangements, which expire on 30 March 2009, have three components:

  • Microsoft Head Agreement between Microsoft and government;
  • Microsoft Enterprise Agreement; and
  • LAR Head Agreement between Insight and government.
The Microsoft Enterprise Agreement is a closed agreement to provide fixed pricing per licence for certain Microsoft products. This also includes support, upgrades and other additional services like training vouchers.

Microsoft sells products to departments and agencies via a Large Account Reseller (LAR) selected by the Government. Insight is currently contracted by the Victorian Government to resell Microsoft licensing until March 2009.

Microsoft Government Open Licence Plan (GOLP)

Microsoft provides all departments and agencies with an open licensing plan (GOLP) to purchase software licences that are not covered under Microsoft Enterprise Agreement at a discounted rate through any Microsoft reseller.

Microsoft eGovernment Innovation Fund (MeGIF)

Microsoft and the Government have established MeGIF which provides seed funding to projects and proof-of-concept activities.
